There will never be such a system, because crack dealers don't have lobbyists or friends in government. A Silent Observer system for the federal government and the FBI, it sounds so damned simple. The last script I got past The Deadly 40 was 'Bernie Madoff meets the Mob'. They were going to chase him down, etc., and all Bernie has (okay, a sexier, younger, cooler version of Bernie) to protect himself is wads and wads of moolah.

This could have been a great movie, but Damages is doing the story really well on tv already. I would just leave it alone and move on.
Not that Hwood will, but I personally dont need to see multiple takes on the same idea when the first version is solid
