We can have Silent Observer systems that pay people to report on a crack dealer in the neighborhood. But where is the government's Silent Observer system when we all need it? Bernie Madoff could have been stopped long ago with a federal silent observer system as a last resort contact for whistleblowers. 9/11 could have been averted if anyone important at the FBI had listened to Colleen Rowley and her timely warnings. Millions of homes across the nation could possibly not contain vermiculite attic insulation containing dangerous amounts of asbestos when several whistleblowers tried to warn the government about the criminal acts of WR Grace.

There will never be such a system, because crack dealers don't have lobbyists or friends in government. A Silent Observer system for the federal government and the FBI, it sounds so damned simple. This could have been a great movie, but Damages is doing the story really well on tv already. I would just leave it alone and move on.
