A guess: It seems to take about 3 years of dedicated study and one year of hardcore writing to develop a good script. I'm not surprised by the low spec sale number.

Another guess: Most of the scripts sent out are written by writers who are not ready yet.

A third guess: When you write a good script you'll know it and you shall be rewarded:)
