I heard Sophia Coppola give an explanation to the effect that she decided that she liked the ambiguity, even though it wasn't scripted way. It's ambiguous and it's meant to be ambiguous. I felt that way about it before hearing SC's explanation. Ambiguous endings are not so unusual. In this case it underlines the privacy aspect of their relationship. It actually brings the audience into the story. You observe them on the street and you don't get to know the dirt, because it's private. Get a life. She was interviewed on the Daily Beast:
DB: Is the statute of limitations up on what Bill whispers to Scarlett at the end? SC: No, I still love that Bill says it’s between them!
I think raising questions is better than giving answers. I like that people have something to converse about not just over coffee after the movie, but for years later. I've also had people ask me what I thought was said, and felt like this was an inquisition, like they were trying to pass judgement based on my answers. If I had said, they just decided to be god friends, then I'd be an okay guy. But if I'd said, they planned to meet up again and have an affair, then I'd be a pervert. Of course in France it would be the exact opposite.
