My sense is that ever since the development of studio story departments reaching back as far as the first decade of the 20th century, and certainly by the second decade, there were people assigned to ‘cover’ incoming story ideas. Some of the studio historians have documents back to the silent film eras. Be curious if any of them have data on this. I once found documents at Columbia Pictures that had similar buckslips as pictured and memo forms that would be returned with material.
