As a spec writer I worry that thinking in terms of a budget boxes me in and hinders where the story can go. If you have an idea that services the story but would realistically add $20 million to the budget there's no harm in writing it out. If it's good enough it will be the producer's job to make it happen. Like Scott said in the post, great writing is great writing and will be recognized as such regardless.

It's so difficult to get a script just right, that any other consideration has to fall by the wayside. otoh, if you can be flexible (and I would use a movie like Simon Pegg's World's End as an example) and write a movie where the story could be told as either a low budget or big budget film, then imho it can only improve your chances.
