In the UK, it's not a Declaration of Independents we need, it's a Declaration of War! Distribution of home-grown product is virtually impossible - outside the major cities you simply do not get the opportunity to see a UK Independent. The French have got the right idea in insisting that 50% of exhibition be of French language or European origin. It's why they still have an industry and why cinema is still part of their culture. However, with 80% of UK distribution owned by Hollywood, you can imagine how well that would go down! I do think we need to make a start - there needs to be some sort of government intervention if we are to have a healthy homegrown culture of cinema.
