I will say, this scene played much differently than I imagined it. But the shot of the hand reaching for the ballots was spot on. As written, the script seems to focus on the moment of monologue, but the with cuts back and forth, and around the room, as well as the music, the actual film moves at a much more even pace.

Always interesting to see what script elements stick in the movie version and which ones don't. The shot of the hand: sticks. The extended monologue with no associated shots: didn't. My guess is Payne knew he would pick up those shots, working with the DP, and simply didn't feel the need to script them individually. But as you point out, the final film version has a better pace. And it's more visual, too.
