This looks like the first step in the evolution of the "found footage" film. At least from the trailer, it looks to be a combination of traditional filmmaking mixed in with lots of camcorder and police car video. I liked Chronicle, but I wish it had been more of a hybrid between the camcorder footage and 'third person' filming. And I just read a script for a time travel found footage film that would REALLY benefit from being a hybrid, rather than 100% "This film is edited from the contents of the cameras we found."
