It appears Jack Sparrow was presented as considerably more overtly competent in this draft than what ended up on the screen. Having him fall into the water mid-sentence adds an element of humour to the sequence that isn't present in the script. Also, the filmed version deals with Norrington's feelings for Elizabeth. That seems to be completely absent from the script, to the point that I suspect that aspect of the character was added at a later date. The addition of the romance and the resolution of the rivalry gives Will a victory concurrent with Jack's.
