I write children's books, but have a story that needs written for a movie. Do all screenwriters have fees? Do any screenwriters work on a commission basis? Thanks. (sorry if already been asked)

I've delved mostly in features and have the structure down pat. My latest project is in the tv sitcom world. Do you or your readers have any good online places that discuss sitcom structure?

Are there any writers who are purely represented for their spec scripts/just want to write specs and maybe the occasional too-good-to-turn-down hire? As in, they're also writing novels (or something else) or don't necessarily need the money?
