If I don't use the f-word, but instead have a phrase like "I don't care if he's banging Mother Theresa in the ass...", is this something I can get away with, and keep my pg-13 movie?

The ratings system isn't for writers, it's for viewers. Personally I wouldn't want to sit in a movie with my kids where there was a lot of swearing. If they're going to change the rules they should tell people.
