Completely agreed Scott. I recently wrote a little rant against some of the "if it can't be shot, don't write it" jargon that a few of my older Ucla profs preach, especially when it comes to spec scripts.

Check this excerpt from "air force one". Beautiful "literary style":
"Papers containing NUCLEAR WAR STRATEGIES and MISSILE LAUNCH CODES slide into the hungry Shredding machine. Perkins manages a slight smile before he keels over dead, his duty fulfilled. The shredded remains of the nuclear football rain over his head like tickertape at a hero's parade."

That's how one evokes the readers eye.

Danny, as your example points out, screenwriters not only have the liberty to go 'novelistic' on occasion, to the degree it helps us sell the story by creating mood and atmosphere, we'd be stupid not to use those resources.
